CSACNY is here to serve as your voice in government.  We continue working with the NYC Department of Buildings and the NYC Council to promote common sense policies that promote safety and improve our industry’s day to day operations. NYC Building Code Revisions Proposed

The Construction Safety Advisory Committee’s board members have been actively engaged in the ongoing discussions over the last year about the recently introduced Building Code revision legislation. Please find a list of these bills below. We welcome your feedback.


NYC Council introduces legislation to amend the NYC Building Code

The NYC Council recently introduced a number of bills created following the Building Code Revision Team’s work over the last year. Please see below a brief description of each bill with links to the full bills for your review. We welcome your feedback as always. 

 

The following bills are supported by CSACNY:


  • Int 2263-2021: By Council Member Cornegy: This bill would lower the threshold for a major building construction site to 7 or more stories or 75 feet or more in height.
  • Int 2276-2021: By Council Member Moya (by request of the Mayor): This bill would require additional site safety supervision at major building construction sites, including a full time Construction Superintendent, who would be responsible for safety and code compliance, along with overall management of the construction project, in addition to a Site Safety Coordinator or Site Safety Manager.
  • Int 2261-2021 By Council Member Cornegy: This bill completes the most recent code revision cycle with amendments to the New York City Building, Fuel Gas, Mechanical and Plumbing Codes.
  • Int 2264-2021 By Council Member Cornegy: This bill would amend special inspection requirements, and create new requirements for the installation of cold-formed steel light-frame construction, the installation of decking on cold-formed steel light-frame construction, and the use of such framing and decking during construction and demolition.
  • Int 2262-2021: By Council Member Cornegy: Would no longer require certain final inspections for temporary construction equipment, which would streamline the sign-off process for permits issued in connection with such equipment. It would also prohibit the installation and use of stand-off brackets.
  • CSACNY opposes the following bill due to the…..
  • Int 2278-2021: By Public Advocate Williams: This bill would require general contractors to be licensed by the Department of Buildings (DOB) Legislative Process


In order for these bills to become law, the City Council must hold 2 public committee meetings and report the bills out of committee for a vote by the full Council. We will continue working with the Council and DOB to offer our feedback and key amendments to this package of legislation. We will keep you updated once the Committee hearing is scheduled. NYC Council introduces legislation to amend the NYC Building Code

Governor Cuomo recently signed legislation that requires all employers to provide their employees with up to 4-hours of Paid Time Off per COVID-19 vaccination. Please click here for more information from the NYS Department of Labor on the new law. It includes a thorough FAQ section, but please reach out to CSACNY if you have any questions that are not included in the guidance. Our Government Affairs team at Statewide Public Affairs will be able to address these issues for you. We look forward to a time when New Yorkers reach critical mass on vaccinations.
